Terry Withrow has lived in the Modesto area most of his life. He attended St. Stanislaus School and Central Catholic High School. He received his Bachelor of Arts in Business Administration with a Concentration in Accounting from California State University, Stanislaus in 1982.
He became a Certified Public Accountant in 1984. Withrow & Baggett, LLP is a full service accounting firm located in downtown Modesto that is committed to delivering value to businesses and individuals. WB has been serving the Central Valley since 1990. He and his wife, Christen, also farm almonds and grapes.
Terry has been active in our community over the last 30 years. He helped found St. Luke’s Family Practice and the Stanislaus County Farmland Trust. He is also a past board member of Woodland Avenue Fire District, Gallo Center for the Arts, Central Catholic High School and the Stanislaus County Assessment Appeals Board. Mr. Withrow began his first term as Stanislaus County’s Supervisor for District 3 on January 4, 2011.
Terry and his wife, Christen, have four children: Michael (Lindsay), Jenavieve (Ryan), Molly (Blaine), and Emma and five grandchildren. He is a member of St. Stanislaus Catholic Church.

I am honored to serve you as your County Supervisor and I thank you for your support.
The last eight years I have used my experience as a certified public accountant, businessman, and farmer to help solve the county’s financial crisis. The county is now financially strong with record investments in roads and infrastructure in our West Modesto and Salida neighborhoods. We are hiring more deputies to combat crime. We have also facilitated the creation of thousands of new jobs by our local businesses.
I will continue to fight the state’s water grab and Modesto’s plan to annex Salida and sprawl onto Wood Colony’s productive farmland. Our new Wood Colony MAC will provide Wood Colony with a powerful unified voice.
My wife Christen and I are proud of our children’s service in the Middle East. Our children, grandchildren, and all our citizens deserve the high quality of life we enjoyed growing up in Modesto.
That is why I launched Focus on Prevention, which involves our neighborhoods, businesses, churches, and public agencies working together for the first time on innovative solutions to homelessness. This is a crisis and we must address this issue immediately.
I promise that I will continue to work hard for all of you to make our county a special place.
